The resolution on certain historical questions is CCP's official assessments on the PRC's history since its founding. It focused on the critics of the Cultural Revolution(CR) and reassessment about last Chairman Mao Zedong. It totally repudiated the CR and criticized Mao's main responsibility for the CR, but it concluded that Mao's historical achievements exceeded his errors. And it announced that the Mao Zedong thoughts which had been recomposed of "the founding truth from the facts" was the guiding ideology of the CCP.
During drafting the resolution, there was the falling down of the Chairman Hua Guofeng which made the completion of the power transition from Hua to Deng Xiaoping begun at the third Plenum in 1978. And the redefining Mao Zedong thoughts as the guiding ideology made the CCP reunite and renew the party identity. Mao Zedong thoughts make CCP not be able to break from ideological socialism, so Chinese reform cannot help but "the economic reform without political reform."
