The purposes of this study are to review current situations of marine festivals hosted by Busan as a marine tourist destination and then suggest the political and administrative alternatives to promote urban and marine tourism. To develop a globalized marine festival symbolic of Busan is needed to dig and raise a cultural tourism festival characteristic of its environmental features. The following strategies should be prepared in advance such as market-oriented reinforcement of inbound and outbound promotions, specialized activation of professional consulting system, organized development of tourist database system, and sustainable festival and event evaluation system based on scientific and objective research methods. Service qualities of festival will be secured and advanced with international and regional competitiveness through these above measures. The success of cultural tourism festivals then will have an positive effect on a destination marketing and reflect on local characteristics of social and environments. Therefore same kinds of festivals must be merged and representative festivals be developed by choice and focus strategy through brand marketing.
