This thesis suggests how to settle the territorial dispute over Gando from the basis of the fact that the Gando Agreement is valid. It tries to settle the dispute with the opposite point of view from Korean academic circles, which have long claimed that the Gando Agreement is ineffective. The opinion of the thesis is based on the actual recognition that it is hard for Korea to secure an exclusive territorial right to Gando.
Specifically, taking advantage of the rest of the articles of the agreement, except for the territorial right, will be beneficial for Korea, conceding the right to China. It will promote the status of the Koreans in Gando(Choseon Tribe) and improve the relation between Gando and Korea. If Korea continues to claim the territorial right from Gando, it will fail to recover the territory, and diplomatic relationship between Korea and China and the problem of national unification will be more difficult to solve.
