In 1909, Japan accepted Chinese sovereignty over Gando by singing the Gando Agreement. However, with the Sino-Japanese Treaty of 1915 or the Sino-Japanese Treaty of South Manchuria and Eastern Inner Mongolia, Japan argued for extraterritoriality of Koreans who resided in Gando. Allowing extraterritorial rights for Koreans in Gando, who reached over 80% of Gando population, meant actual colonization of Gando by Japanese empire. It reflects strong intention of Governor-General of Korea to control both Korea and Gando by separating Gando from Manchuria.
China firmly resisted such Japanese efforts. As a result, Gando experienced vacuum of power due to the power conflict between China and Japan, which ironically strengthened the autonomy of Koreans in Gando. The autonomy which Koreans enjoyed in Gando transformed Gando into the biggest base for Korean independent movements in the late 1910s.
To deal with tenacious Korean independent movements in Gando, Japan sent troops to Gando to eliminate the movements and changed its policy toward the region. The new Japanese policy toward Gando was to reinforce the police force organized by Governor-General of Korea and, eventually, to strengthen its control over Gando. By using its police force, Japan wanted to complete the colonization of Gando, which was pursued ever since Japan signed the Sino-Japanese Treaty of 1915. As a result, Gando and Korea turned out to be more closely related to each other than before while Gando began to loose its connection to Manchuria. The other policy toward Gando was Isao Suenaga's Great Korea Plan, whose goal was to establish an independent state in Gando in order to eliminate the desire for independence in Korea. However the Great Korea Plan was never realized.
The new Japanese policy toward Gando stems from the political intention of Japan to separate Gando from Manchuria. The separation of Gando from Manchuria ended up strengthening the connection between Gando and Korea. It is because of Japanese political desire to treat Gando as a part of Korea despite the Gando agreement.
