This paper aims to show the relationships between the constitution and the urban structure in Ancient Greece and Rome. At first I was am-acted by Ruggiu's attempt to illuminate the syntax between the political ideas and the urban structures, Then a strange aspect was interesting to me, which was pointed by Duncan Cloud. The Greek had the proper word designating the constitution but the Romans did not have any correct word for it. And Sakelariou shows the chaotic state relating to the meaning of Greek word, polis and various shift of its historical meaning. In this paper I try to compare and analyze the words, politeia and civitas. The former describes the Greek democratic aspect and the latter shows the mixed or balanced sense of politics. In adler words the politeia receives only the political participation of citizens and rejects the outsiders from herself. But the civitas accepts even the meetings of non-citizens into herself as a civitas, resulting in a kind of multi-layered political structure. Accordingly these aspects had deep connections with the political ideas in the real world. And the ideas were reflected respectively in the two ancient cities, Athens and Rome. They have the same spaces for public purpose, agora and forum The agora was prepared for the full citizens and prevented any small sale there in order to keep their equal right and friendship, But the latter contained private and public affairs in itself on the crossway, As a result the urban space focused on the forum shows the peculiar appearance of the Roman cities and is worth being treated separately from the Greek cities.
