This paper reviews issues related to internationalization of higher education in light of a recent trend toward increasing movement of students across borders. The paper focuses on the need for institutional development: building a capacity to recruit students from overseas, and preparing domestic students with competencies in the global workplace. First, trends in cross-border movements of students, particularly in Korea, will be reviewed. Second, challenges that globalization presents to higher education institutions will be explored. Third, problems and constraints at both governmental and institutional levels will be assessed. Finally, some recommendations for institutional capacity building for globalization will be made.
