These days, NGOs and NPOs are getting a lot of attention because they play key roles in public sectors, which bring about changes in management systems. Increased functions of NGOs and NPOs compensate for the failures of the government and the market and materialize participatory democracy to overcome the limitations of parliamentary democracy. Today's societal changes have fundamentally altered the management systems of the public sector, and have established the new governance. In short, the roles of NGOs and NPOs in the new governance are in the forms of participation and cooperation, which are triggered by changes in the public sectors due to globalization, increased diversity in society, participatory democracy, and new public management theory.
In addition, reform on the government, which is taking place to improve the competitiveness of a state due to globalization, demands one to transform itself from being bureaucratic to corporate. Administrative accomplishments by outsourcing and partnership under the idea of new public management theory, which means administration backed by civil cooperation, are the indexes of new state management and the paradigms of administrative management. Under such circumstances, NGOs and NPOs are considered as the best institutions for outsourcing and partnership.
These changes in the public sector fully imply the future advancement of NGOs and NPOs. They are expected to establish themselves as representatives of the civil society to realize participatory democracy. They will be in charge of important roles as public service providers in the local society through government-led programs for promoting efficiency in the public sector. In fact, NGOs and NPOs not only supplement the shortcomings of parliamentary democracy but also take the lead in the 21st Century governance, working for the public interest left out as blind spots, which the market and the government cannot solve.
Nevertheless, the fact that NGOs and NPOs undertake heavy burdens as well due to their increased significance should not be neglected. NGOs and NPOs have emerged as ways to cope with the failures of the government and the market and they work to complement the limitations of parliamentary democracy, but this does not mean that NGOs and NPOs themselves will not meet the same kind of failures and may even put the current democratic system into jeopardy by thoughtless and unreasonable participation in state affairs. Therefore, NGOs and NPOs should be fully aware of such possibilities and be actively alerted to cope with them.
To overcome the problems of NGOs and NPOstoday, the following tasks must be pursued.
(1) Respecting Parliamentary Democracy
(2) Improving Democracy and Rationality in Internal Decision-making Process
(3) Establishing a System to Utilize Experts
(4) Overcoming Bias and Securing Universality
(5) Establishing the Culture of NGOs and NPOs to Generate Social Consensus
(6) Establishing a nurturing system to Protect Sound NGOs and NPOs
