Since the existing status of developing the fishing village for tourist is made on the whole of the business plan by the private investment and the field of the cooperative work in the local society is not considered, the estrangement is caused between the business for development of local tourist and for activation of local society.
The object of this study was the whole area of Byeonsan Bikin Beach in Daehang-ri, Buan-gun, Jeonbuk, and invited the concept of space for community and planned the conception of space and the activity plan in accordance with each characteristic.
This study, emphasized the concept of community based on the local society and residents, and at the point of plan for activating the local community, not activating the tourist only to strengthen the function of tourist service, it can be seen to involve the possibility as a new model of the plan for the fishing village tourist which is getting over the limit of the plan for the stereotyped fishing village tourist.
