This thesis is about Jeongsa(呈辭), which is an administrative procedure and the document for vacation of public officers in Choson period. The Jeongsa document was used by central government officers who attended at palace. But, Jeongsa was asked by local officers using different document named 'Soji'(所志).
There were different provisions of law about officers' resignation and vacation for different positions in Choson period. Resignation was only possible for a few high-positions and the excuses were limited to the individual's illness and their parents' illness. Out of written regulation, their parents' funeral was also included in ground of resignation.
When it comes to the vacation of officers, there were three excuses. The first was for parents or ancestors; 親病(parents illness), 覲親(visiting parents), 老親奉養(caring for old parents) and funerals etc. The second one was for oneself ; treating one's illness. The last one was for children, children's wedding for example. The regular based vacation was consist of 掃墳(by every other year), 覲親(by once a year) and the rest of vacations were just random. Normally seven days-off was given for the case of irregular vacations but in some cases like funerals of a close figure, 15~20 days were given or as to parents' illness, the maximum 70 days were given.
In addition, the procedure for Jeongsa is followed in this thesis. The procedure was different by the position the officers work at. Officers in Seoul asked King for the permission of vacation while officers out of Seoul asked 觀察使(governor of a province) for the permission. However, dismissal of officers was King's own right wherever the officers belong to.
After that, I am taking for the example of Jeongsa and scrutinizing the pattern and contents of it. As a result, it proved that there were no discrepancy between practice and the norm and the procedures were taken well by officers, there were some cases of applying exceptional excuses and period of Jeongsa when they were necessary.
Through this thesis, I tried to uncover briefly the provisions, excuses, period and the procedure of vacation for public officers in Choson period. I hope more detailed and systematic study to be followed so that we can be aware of how the working environment of public officers was in Choson period.
