This study's aim is not only to address some problems of transportation laws related to planning and management, but also to suggest some effective ways to improve the laws of the transportation planning system so that these problems can be resolved.
After identifying four problems of transportation planning systems regulated by these laws, this study suggests an integration of laws to improve transportation planning system. Many transportation plans mandated by individual laws need to be integrated into three new laws such as the Basic Transportation Law(BTL), the Transportation Planning and Management Law(TPML), and the Transportation Facility Construction and Management Law(TFCML). The BTL does not only describe basic ideologies that help establish many transportation plans, but also enact the relationship and coordination among them.

The TPML for the construction and management construction and management law while another planning law is partial1y revised considering the problems that this project identified.
