It has been considered that the period of King Kogokwon's rule was the most hard time during Koguryo. Because, during that period, Koguryo was attacked by Jeonyeon and Backje, which led King Kogokwon to be killed. But, during that period, King Kogokwon was rather called King Sung-tae(聖太王; the greatest king) than The founder King.
Actually, King Kogokwon suffered from the breakup of the royal and trial. His pain was more severe than that of Koguryo people. The tragedy of the royal made Koguryo people patient and more powerful. Furthermore, although King Kogokwon was 70 years old, he fought up against Backje bravely, and passed away. So Koguryo people adored him.
Eventually, King Kwangkto(廣開土王) who was the grandson of King Kokokwon surrendered Backje and was given back the corpse of King Kogokwon. By extension, King Kwanggeto constructed the royal tomb of King Kogokwon magnificently. It was the royal tomb of Tae-Wang(太王陵) that was located in Manju area.
The tomb Inscription of King Kwanggeto was in memory of the revenge to Back-je.
