As the development of modern society changes human life better, providing more leisure time, we try to improve the quality of living through such leisure time. This means that sport and leisure activities contribute to social welfare along with income increase.
Sport and leisure activities satisfy various types of requirement from modern society, and sport and leisure activities becomeimportant as a common culture in society. Currently, the need for popularizing sport and leisure activities increases. Accordingly, the purposeof this research is to find efficient factors for participating sport and leisure activities and to proposed basic data to increase the participation in sport and leisure activities.
To achieve this purpose, we have found basic results on factors for the participation in sport and leisure activities using literature survey onsport and leisure activities and interviewing experts via delphi method.
For these deciding factors, we had a survey with 170 sport and leisure experts living in Gumi and Yeungnam province, and reached a result on a frequency, percentage, average and standard deviation on participation factors.
Using Delphi method, we explainwith the five factors. The first factor is facility-based formation factor. 95.30% agreed on facility expansion and 91.77% on the necessity of a system that links sport and leisure and sport activities between schools and work places. 89.41% emphasized on improving a system and authority for activating sport and leisure. Secondly, for operational aspect, 95.30% mentioned a need for establishing a system for educating sport and leisure leaders. Considering a legal system for protecting legal rights of sport and leisure leaders, 92.94% agreed on the importance of this issue. Thirdly, an effective program from the evaluation of the importance of the type of participants (disability, sex) needs to be developed. 97.65% and 96.47% participants in program development levels of functionality, mentioned the need for short-term program development as a very positive assessment by 94.11%. Fourthly, 98.82% is favorable for the balanced installation of local and each sport facilities of "the installation and efficient operation of the facility reasonable factors". 96.47% for the easy use procedure of using facilities. 96.47% for a reasonable fee. Finally, 95.29% for a need for constructing informational network of publishing factor using mass media. 87.06% for advertisement using mass media, 85.88% for advertisement on health-related contents
