‘Democratic peace,’ which argues that democratic system avoids the war and, at least, respects the cooperation, cannot give us the sufficient answer to these questions in spite of its partial validity. Moreover, multifaceted and unclear definition of democracy also makes us fail to notice the various and complex phases of democratization. Therefore, the argument on the relationship between democracy and peace must be converted into the argument between democratization and peace. In specific, we must focus on the issue of how the democratization of one country could affect the decision?making process of foreign policy.
Thus, the goal of this article is to critically examine the proposition, which maintains that the democratization process toward the normal state, by engendering the instability and orientation for change in domestic politics, can generate the tendency toward nationalistic tendency in foreign policy. Furthermore, it will study this theme in the case of comtemporary Russia in this regard.
Jack Snyder(2000) urges us to give attention to the emergence of nationalism in the countries under democratization process and notices that democratization process contains the possible sources of nationalism and ethnic conflict. Snyder’s argument can be developed by examining the influence of democratization process on foreign policy in cases of Russia. As a result of this study, we can summarize several outcomes: First, by critically examining the proposition that democracy or democratization lead a peaceful foreign policy, we can find out some different stories which the case of Russia can tell about the debate around the ‘democratic peace,’ especially, on the argument of ‘democratic peace’ and ‘democratization toward the world peace’; Second, by examining the process of how democratization affects the foreign policy in Russia democratization process, we can find out the correlation between ‘democratization’ and ‘nationalistic foreign policy’; Third, this can even contribute to make a type of decision?making process of foreign policy in the case of non?Western countries model.
