In this study, we conduct a statistical analysis and interpretation on human capital agglomerating city (or metropolitan area) using the quasi-experimental design method. By recent population, education, and employment data, we define three groups of ‘human capital agglomerating city’. They are (1) simple population agglomerating city group, (2) educated worker agglomerating city group, and (3) creative class agglomerating city group. Then we define their twin city groups based upon similar population size of the year 1960 when national economic policy and land development projects were not started. We compare these two groups in ten year period (1960, 1970, 1980, 1990, 2000, 2005) in terms of population size. Simple population agglomerating city group’s average population is different from that of its twin group in 5 percent significance level since 1980 to 2005. However, in educated worker agglomerating city group and creative class agglomerating city group, their population sizes have been offset by their twin city groups. We have the following implications from the study. First, the simple population agglomerating city group’s analysis demonstrates that national scale new town development since 1980s seems to play a certain role in population growth in cities and metropolitan areas in Korea. Second, in both educated worker agglomerating city group and creative class agglomerating city group, there was not a statistically significant difference in population between experimental group and its twin group. It seems more difficult for a city or a metropolitan area to plan and implement the public policy to attract educated workers or creative class than just people.
