약재는 어떤 건강 관련 테마보다 흡입력이 뛰어나다. 오랜 경험에 의해 효험이 검증되어 왔기 때문에 공신력도 높다. 약재의 효험에 대한 공신력은 ‘진상약재’를 통해 짐작할 수 있다. 그런데 약재를 테마로 한 관광축제의 구현에서는 현상의 약재만을 관광자원으로 활용하고 있을 뿐, 진상약재의 지역적 특수성은 활용하고 있지 않다. 이러한 현실을 주목하고, 본고에서 진상약재의 역사성을 바탕으로 진상약재의 관광자원화 의미를 인문학적 관점에서 제기하였다. 나아가 진상약재의 관광자원화 의미를 전제로, 약재를 테마로 한 관광축제 구현의 문제점 및 그 대안을 제기하였다. 특히 대안의 제기를 진상약재의 문화자원화 문화권역의 새로운 방향 설정에 맞추었다. 논의를 통해 제기한 주장을 정리하면 다음과 같다.
첫째, 진상약재의 역사성을 입체적으로 이해하기 위해서는 각 시기마다, 각 지방마다 진상약재의 종류나 종수, 유일 품목은 물론 면적, 기후, 지질, 인구 등 진상을 둘러싼 외적조건까지 함께 고려해야 한다고 주장하였다. 예컨대 충청북도에 한정해서 각 권역별 진상약재의 종수를 볼 때, 종수에서 우위를 보이는 군현들이 백두대간이 뻗어있는 지역들임을 확인할 수 있었다. 이를 빌미로 백두대간이 뻗어있는 지역을 불변의 축으로, 시기별 진상약재를 가변의 축으로 설정하여 약재의 진상이 어떻게 이루어졌는지 추적을 통해 진상약재의 역사성과 지역성, 공시성까지 동시에 도출할 수 있다고 보았다.
둘째, 관광의 인문학적 정체성 확인으로부터 진상약재의 관광자원화 의미를 좇았다. 우선 관광의 근원적 의미를 확인할 수 있는 “觀國之光” 및 문화자원의 포괄적 개념에서 실마리를 찾았다. 두 논거에 근거해서, 진상약재의 관광자원화를 유형의 약재 또는 무형의 진상이라는 문화자원의 자체 의미보다, 유형의 약재를 통한 무형의 효능, 특히 그것이 진상되었을 만큼 효능이 입증되었다는 사실을 여행자가 느낄 수 있도록 어떤 기제를 마련하는 작업이라고 정의하였다. 이를 통해 약재 또는 진상약재의 천문, 지문, 인문 등을 살펴보고 체험함으로써 여행자가 무형의 정신적, 문화적 욕구를 충족하는 내적심리에 초점을 맞춘 문화관광콘텐츠 개발이 이루어져야 한다고 주장하였다.
셋째, 약재, 진상약재를 중심으로‘한방’을 슬로건으로 내세운 지역축제들을 조망하면, 지역약재의 특수성을 확인할 수 있는 프로그램이 부족하다는 사실을 직시했다. 약재, 약재진상과 관련한 천문, 지문, 인문환경을 도외시한 결과로 보았기 때문이다. 천문, 지문, 인문환경이 급격히 변화하였더라도, 그 변화는 지역의 고유인자로서 풍토를 함축하고 있는 변화일 뿐이지, 결코 완전한 변화는 아니라고 할 수 있다. 이러한 논리에 기초해서 약재, 진상약재와 관련한 천문, 지리환경과 생업활동 또는 의료활동으로서 인문환경을 관광축제와 분리시킬 것이 아니라, 유기적으로 연계시켜 약재, 진상약재의 총체적 맥락 속에서 지역적 특수성을 이해, 체험할 수 있도록 관련 프로그램을 고안할 필요가 있다고 주장하였다.
넷째, 진상약재의 문화자원화 문화권역 설정에서도, 진상약재의 문화자원화 실천을 귀납적으로 추적할 것이 아니라, 먼저 진상약재의 문화권역을 설정하고, 그 토대 위에서 지역적 현실에 부합하는 문화자원화 방안을 강구ㆍ실천해야 한다고 주장하였다. 시류에 의한 문화산업의 변화상과 가공에 의한 지역적 이미지를 문화권역 설정에 수용할 수 없기 때문이다. 구체적으로 현상적 약재와 함께 그 근원을 확인할 수 있는 기록자원, 유형자원, 무형자원, 지식자원 등을 종합적으로 통찰하고, 그것이 지역의 풍토와 어떤 연관성이 있는지, 다른 지역과 어떤 유사성이 있고, 어떤 차이점이 있는지 등을 축출해내야만 진정한 의미에서 진상약재의 문화자원화 문화권역 설정이 가능하다고 보았다.
약재, 진상약재와 관련한 지역민의 삶, 그것에 대한 관심은 한민족의 자연관 내지 신앙관에 대한 관심이라고도 할 수 있다. 그리고 진상약재의 문화자원화 문화권역 설정은 지역약재의 재발견인 동시에 새로운 문화가치의 창조라는 점에서 의미를 부여할 수 있다. 장기적인 안목에서, 진상약재의 관광자원화 의미를 되새겨 진상약재의 관광자원화 문화권역을 새로이 설정하고, 그 바탕 위에서 지역약재의 특수성을 선양할 수 있는 독자적인 프로그램을 개발해야 할 것이다.
