Greeting the 5th year of implementation, the school facility BTL projects have gone into the operation management stage in around 690 schools as of 2009. Considering the nature of BTL projects, the success of the school facility BTL projects will be determined by rational implementation of the operation plan established at the beginning of the projects for the 20 years of operation management. In addition, an objective system to evaluate the outcomes of operation is necessary for efficient operation management. However, the present system to evaluate the outcomes of operation of the school facility BTL projects was prepared by benchmarking PFI projects in Japan thus it is not quite suitable to domestic environments and problems are being raised. Therefore, this study is intended to establish an operation outcome system that can systematically and objectively manage and evaluate the outcome of operation of the school facility BTL projects.
This study is a basic study to establish an efficient operation outcome system for school facility BTL projects and will examine and analyze work processes for evaluation of the state of implementation of the school facility BTL projects, operation & maintenance and operation outcomes. In addition, to introduce facility performance evaluation indexes, this study will examine and analyze existing performance evaluation tools and the present operation outcome evaluation items and based on the result, this study will draw problems in the existing operation outcome evaluation system and grope measures to improve.
