This study is to research the aspects of crime in Seoul and the criminal policy of Korean government from 1895 to 1908. Most crimes were committed by the residents of Western District(西署) and Southern District(南署), where lived most of merchants, free laborer, and the unemployed. Among the overall crimes, crimes relating to theft amount to 35.6%, which was the biggest portion. Thefts were mostly committed by the residents of Kyeonggi Province (京畿道) as well as Western District and Southern District. Robberies were most committed among the residents of Kyeonggi Province. Outrages and murders were also mostly committed by the residents of Western and Southern District. But, frauds and blackmails were mostly committed in the order of Southern District, Western District, Kyeonggi Province. Korean government tried to control these crimes by legislating new criminal laws such as the Ordinance of Punishing Theft and Robbery(賊盜處斷例). It introduced new crime name of Semi Theft(准竊盜) against the increasing frauds, blackmails, counterfeits, and gamblings. Its criminal policies became more severe since 1898. It tried to sentence severe punishments against the acts which disturb the public order or despise the noble and restored the punishment of decapitation(斬刑) in 1900. Furthermore, it revised the Ordinance of Punishing Theft and Robbery twice in 1900 and 1901 respectively, thereby enforcing the punishment against thefts and robberies. It tried to maintain the public order by civil organizations of Tong (統) composed by each five or ten houses only to fail. At the same time, it also utilized the army or plain-clothes policemen to suppress the robberies and gamblings. Nevertheless, crimes such as theft and robbery were even increasing in 1907 and 1908.
