This study attempts to provide some applications for local government decentralization under the circumstance of public reform. For a long time, we discussed about the target and methods for decentralization for development of our nation. However, the president urged to decentralize lots of the function and resource into local government, the achivement is little at very this time. Notwithstanding the results, we can not stop pushing the movement of decentralization, because we are sure that the decentralization will make the autonomy, creativity and responsibility and potential of local government enhance.And these changes are necessary for our competition power in the worldwide race. I suggest some logic for decentralization of special agent of central government and some validities for the reform. especially, I suggest that the budget and the manpower of local agent for small company should be decentralized into local government. the main reason is that the task of it can be performed better by the local government if the resource and speciality transferred simultaneously.
Although the need for decentralization of government had prevailed in Korea for long time, we are witness of the unchanged system. Now I think it is necessary we have to prepare the detailed ways for decentralization. The first step may be the decentralization of local agent for small company.
