In recent years Saemangeum project has emerged one of the major social conflict issues in terms of policy process.
When its economic feasibility was examined, attention was most focused on food security value, with fierce conceptual arguments accompained.
It is illuminated in this article that food security value can be dealt with in the concept of necessitated commodity when it is in the category of private goods. Food security value can also be properly handled and estimated on the basis of the concept of risk. A little apart from above arguments there is a proposition that food security means alleviation of psychological unrest resulting from the lack of public goods offering many positive external benefits. This case is tackled in the way that conceptual clarification can be made depending upon the standard economic conceptual means dealing with externality and public goods.
