Between customs taxpayers and collectors, there have been a lot of conflicts on the effects of the Previewed-Notice and the Revised-Notice for customs classification due to the discrepancies of each other's understanding on the Notices.
One of the reasons why such problems are arising is the short of research on the customs classification in regal aspect. As the customs tariff is a part of customs law, it is highly needed to study on the Harmonized System in regal respect for reducing the conflicts of tariff classification.
Therefore, the purposes of this study are to find the regal nature of the Previewed-Notice and the Revised-Notice for customs classification, to analyze a case related to the Notices and to draw some implications for international business. In addition, This study was conducted by the methods of literature review and case study.
