This study presents the implications of the Korean government's policymaking in the KJFfA. It uses Putnam's Two-Level game, which leads us to understand negotiations at the international level(Level Ⅰ) and the domestic level(Level Ⅱ). The implications of this study are as follows.
At Level Ⅰ, firstly, the sensitive Korean sectors such as automobile, its parts and machinery should be excluded from the liberalization process. If included, they need appropriate implementation periods and safeguard measures. Secondly, the relevant trade items, divided into 3 groups: duty-free, gradual duty-free and exclusion of liberalization items, must be negotiated individually. Thirdly, with regard to the agricultural sector, we should insist on substantial improvement in market access for Korean agricultural product. Fourth, the liberalization of several Korean manufacturing sectors should be minimal to prevent damage by Japanese products. Fifthly, in Non-Tariff Measures, we must understand the Japanese anti-competitive practices, which restrict market access to Korea and try to eradicate the disguised restrictions.
At level Ⅱ, firstly, it is important to publicize the necessity and inevitability of the KJFTA to gain its ratification. Secondly, the Korean government must deal with opposing groups with resolute political leadership. Thirdly, it is necessary to support the domestic jeopardized industries and restructure their systems. Finally, the Korean government must reinforce the negotiation team of the KJFTA to compete with the increasing Japanese team in number and quality.
