The daegwan system was accepted from the Chinese system. Daebu, jungseung, sieosa, jeonjungsieosa, gamchaleosa were adopted from the model of Dang system. Pansa, jisa, japdan were adopted from the system since middle Dang, and operated additional office in Dang-Song.
There were main office daegwan and additional office daegwan in Goryeo. The main office daegwan that got paid could manage independent office, but the additional office daegwan didn't get paid should have another main office.
The management of daegwan additional office system had some significant political meanings. First, the additional office daegwan checked main office daegwan. Second, this system stabilized the royal authority. Third, as additional office daegwan didn't get paid, the government didn’t financial problems to pay. Finally, as the other public offices combined the additional office daegwan, daegwan could work in various point of view.
Main offices of additional office daegwan were minister and vice-minister of sangseosung, six-ministry, si, gam. Main office daegwan combined jaesin, chumil, seungseon, gangwan etc. This additional office system made secure critical function of daegwan to policy decided, at the same time make the king influence on daegwan through seungseon.
