The purpose of this thesis is to study counter measures fishery industry by Hebei Sprit Oil Spill in Dec. 2007.
Many fishermen lost their properties by this oil spill accident. These problems faced to bring about serious whether the west coast district fishery economic will live or not.
The existing issues in the marine oil spill accident are to reduce to the minimum their damages from oil spill. pollution(PAHs, benzo(a)pyrene) of fishing ground, which was caused by oil spill, should be decreasing fishery industry in the future. Fishery industry need improvement measures for oil spill. Because it will be happen frequently oil spill accidents due to be surrounded with the sea.
And lope Funds should be necessary to compensate for fihshermen's properties lost by oil spill accident. The government try to effort for fishermen's life.
The government will be prepare a systematic organization as follows
Firstly, there are necessary to manage systematically for catching marine products by fishermen's bare hands. Despite the fact that some of the catching marine products by bare hands have been a lot of problems till the present time. This custom still remain to leave into complete disorder. The catching marine products by bare hands should be manage effectively by government.
Second, The prediction program for oil spill drawing up a new model as the latest improvement. The winds before and after oil spill accident were prevented the northerly and northwesterly winds, the strenth of wind in the accident was stronger than 10 m/sec. In Taean and Anmeon-do, monthly mean chlorophyll a concentration(6.3 ㎎/m3 and 3.7 ㎎/m3) in January 2008 after the oil spill were higher than those(2.9 ㎎/m3 and 2.5 ㎎/m3) in Dec. 2007. Short-term variations of chlorophyll a in these areas were decreased after one or two weeks of oil spill.
Third, The standard of marine products stabilization should set up on fairly with a rule applicable to all cases.
Fourth, A fishery joint market should be designate the appointed place where should be on sale within the period of time.
Fifth, It must develop a restoration program for fishery environment. Because there are pollute with oil due to oil accidents.
Sixth, There should built up newly Task Force Team by district vessels and volunteering service group should organize to act ready for the prevention of marine accidents.
Seventh, It will be get systematization and activation of a fishing village.
Fisheries management which is based on self- regulation should be established.
In order to increase the effect of fisheries industry, the fishermen should decide by themselves the fish and fishing methods they would be exploiting and directly regulation them.
