Web 2.0 refers to a perceived second generation of web-based communities and hosted services, such as social-networking sites, wikis and folksonomies, which facilitate collaboration and sharing between users. Most of information in Web 2.0 is constructed by users and can be classified by tags which are also constructed and added by users. However, as we known, in fact the research on information search and resource classification by tags effectively to users is still not up to the mark, referring to the related works such as automatic tagging techniques and tag cloud's construction techniques. In this paper, we propose and implement a clustering system to classify the resource's tags which have been collected from Web and mapped to each other according to their relationships. Moreover, we analyze our system's efticiency by comparing our proposed system's image retrieval result with the image retrieval results searched by Flickr website.
