This paper discusses and develops policy implications by analyzing Busan's current industrial technology labor supply capacity for it's manufacturing sector. Major findings of the paper include the following: First, The supply of industrial technology labor in Busan is continuing to decrease due to fall off the student’s enrollment in these respective field. It is forecasted that the university student labor supply will decrease to about 73,000 students in 2020 and less then 5,000 in 2006. The number of students graduating in industrial technology fields is also rapidly decreasing. University graduate students are instead selecting majors in computer and information fields while majors in the mechanical and metal engineering fields continue to decline. Second, Public vocational training organizations are playing a less important role in supplying industrial technology labor. Instead, firms are playing a more important role in supplying industrial technology labor to Busan in areas of machinery, automobile and ship-building. Most recently, the inter-firms consortium is supplying industrial technology labor more abundantly to Busan. Third, three different types of vocational training for firms will be discussed: assembly firm oriented, consortium and internal training market. In conclusion, this paper will provide an overview on the current status of Busan's industrial technology labor supply and present strategies and suggestions regarding policy implications. Intra-firm and inter-firm vocational training, developing links between universities and public training organizations is also recommended and encouraged to ensure adequate supply of industrial technology labor to Busan.
