Based on the actual cases at all times and in all over the world in which dams were destroyed by wars or terrorists, it is suggested that dam destruction risk objectively exists in the dams in China. By means of the calculation formula of the risk of dam failure caused by wars or terrorist attacks, it is put forth that the dam destruction risk can be lowered by minimizing dam destruction consequence, reducing the probability of war bombing and terrorist attacks and improving the effectiveness of the dam safety and protection system. As the occurrence of dam destruction is beyond the control of the owner of the dam, the researchof the countermeasures against the destruction risk of Chinese dams shoul be focusedj on the ways of minimizing the dam bombing calamity and reducing the failure probability of the safety and protection system. Based on the analysis of the actuality of Chinese dams and potential ways of dam destruction, engineering managerial and air defense measures against dam destruction risks are suggested.
