This article is to clarify the historical meaning of 5 official titles that suffixed with ‘率’ and Jwa-pyeong by looking at the attribute, history of foundation and form of running.
‘率’ is a Chinese character used for a Korean native tongue, ‘tori[tVrV]’ that meams ‘a man of a public duty’. Tori is a name that is originated from Korean ancient community, and at the stage of nation, it became a official title that means ‘public(公)’, ‘servant of king(臣)’. This is became official title that means to serve to the power of nation and a king, and used as ‘Tae-ro(對盧)’ in Koguryo, ‘Turu(等)’ in Shilla, and ‘Tori(率)’ in Baekje.
In case of Baekje, the leading power of foundation seem migrants from northern district, and the first place of foundation was where previously occupied by Gojosun(古朝鮮)-Chin(辰)-Han(韓). For this reason, Baekje could re-establish a state in a relatively early stage by inheriting the historical experiences of them. In terms of ‘official title’, this tendency is showm when considering that Jwa-pyeong is acceding the tradition of northern ‘輔’, ‘the premier(相)’ and ‘Tori(率)’-group official title is acceding the tradition of Shin-chi(臣智) in Chin(辰)-Han(韓). Jwa-pyeong and ‘Tori(率)’-group official title has same origin in terms that they are organized from previous chief(a king of their territory) who has relationship with Central king of Gojosun(-Chin). Finally, the group of people that have ‘Tori(率)’-group official title replaced Jwa-pyeong in managing national matters.
However, both of them can be understood in the same manner in terms that they were consolidated under a structure of a nation by deserting their previous character of chiefdom. This also means the class of people that were under their control were consolidated in to the structure of a nation governed by a king. For this reason, Go-i King(古?王) dynasty when ‘Tori(率)’-group official title was established can be understood as a time of turning point of Baekje
