In the late 19th century, Choson faced lots of complicated situations, the Ordinance Prohibiting Topknots was promulgated as Japan politically intervened in the move.
Since the treaty between Choseon and America, lots of foreigners with many different nationalities and objectives came to Choseon, and some of them published books concering this Choseon. It was representative figure of Horance Newton Allen, Lillias Horton Underwood, Isabella Bird Bishop, Oliver R. Avison and Russia occupation soldiers. According to the books, Westerns who came to this country mostly criticized the ordinance. They recognized that topknots were the very representation of men and an important tradition norm in Choseon. They said that the ordinance was policy which was purposedly forced by Japan to control and even destroy the national sentiments and tradition of Choseon. But a few of the westerners considered the ordinance as necessary for the modernization of this nation.
