The purpose of this study is to clarify the meaning of "development" in the colonial system. To pursue this theme, I analyzed the "Public Work Project for Poor Relief(窮民救濟土木事業; Gungmin gu"je to"mok sa"eop, 1931-36)," which was initiated by the Joseon Governor General"s office in the 1930s. I also examined the local communities" reaction to the project. Since this project was launched under the name of "developing communities," the overall response to it was positive. The nature of the project and the reaction from local communities reflect the intentions of the authorities and the needs of the colony citizens at the time.
However, the wages of the laborers were not high enough to cover the living expenses of the poor. On the contrary, Japanese capitals sought profits from contracting business, as well as materials to facilitate the business for constructions, while excluding the Korean capitalists from the project. Local communities requested a solution for the stabilization of living costs, while the Japanese authorities were building platforms for industrialization of the Korean peninsula which would benefit only the Japanese capitalists. The colonized citizens had no legal institutions to represent their needs. The fact that there was no system to pursue and uphold the "interests of the public," vividly shows the limitations of the colonial "publicness."
