This study analyzed the operation direction of the Korean culture education programs and presented the direction for improvement in Sakhalin. This study analyzed the field materials by collecting and observing the field materials about how Korean Sakhalins apply Korean Wave to Korean culture education from 2010 to 2012. In conclusion, Korea’s cultural identity has been maintained through propagation of the media and through holiday celebrations in Sakhalin. Registration in the Korean education program has increased for four main reasons. The reasons are as follows : the continuous operation of the Korean cultural education program, the various Korean Wave concerts, the frequent exchanges with Korea, the need for inter-generational communication. The results of the analysis of the Korean education program show that the short-term programs play important roles. These programs tend to focus on experiences. From the research gathered, it appears that the Korean Wave has a definite affect in the increase of interest in learning Korean. In this study the direction for improvement is as follows: 1) Korean cultural education policy and dispatching increasing human resources. 2) Changing from passive enjoyment of the program or onetime performances. 3) We should educate Sakhalin Koreans to do Korean Wave(Korean pop culture), literature, traditional Korean music, theater, dance, and other ties together for existing language education and the synergy effect.
