This article explored how the US government responded to the establishment of the Yushin System in October 1972, which was the worst repressive political system South Koreans have ever experienced so far. At the time, U.S government promptly proclaimed that it was not associated with the declaration of the Yushin System. However, the US government could not completely disassociate itself from the Yushin development, because President Park Jeong?hi seriously criticized "selfish" detente diplomacy of major powers as an excuse for the necessity of a political change in his "Presidential Special Statement for Yushin," which was delivered to the US Ambassador one day before official proclamation. The US government urgently intervened and strongly pressed the South Korean government to delete the problematic paragraphs and sentences in the statement just several hours before scheduled time. However, the US government did not exert any influence to prevent or mitigate repressive measures of President Park. In the process of the establishment of the Yushin System, the US government showed essentially generous attitude to the political repression and the abuse of constitutional order by military regime, given historical context of ROK?US relations after 5.16 Coup in 1961. This was also not unrelated with the pursuit of a detente diplomacy of the Nixon administration. During the Detente era, the US officials argued that US foreign policy should be determined by national interest rather than ideology. So, whether or not the governments of the US allies were democratic was considered as an issue less important. Detente diplomacy pursued status quo of exiting international order rather than creating new one. Major Powers ended up modus vivendi among them through the balance of power and mutual recognition of the sphere of influence. By doing so, existing powers in the world were able to reestablish political and social orders in their respective countries in spite of the 1968 Revolution, worldwide resistances of students and young generation, and debacle of the Vietnam War. Yushin System in South Korea may have been one of the more representative cases of the conservative outcomes of detente.
