This article examines the determinants of effectiveness in international economic cooperation, with focus on compliance with the Group of Twenty(G20) commitments. It is to understand the implications of the rise of the G20 summit as the premier forum of world economic cooperation for the future of global governance. Using probit and logit models, we test the hypotheses about international compliance with 66 priority commitments. Our finding is that informal commitments are more likely to be complied when the distribution of capabilities in international system is less concentrated; the degree of economic openness and vulnerability is higher; and the issue is regulated by other formal international agreements. It suggests that effective international cooperation does not necessarily need a hegemonic state which could cost a shared sense of responsibility and voluntary participation.
