In November 2013, the Seoul Central District Prosecutors’ Office announced the results of its criminal investigation into the suspected deletion and non-transfer of the transcript of the 2007 inter-Korean summit. The Prosecutors’ Office charged that the Office of the President of the Participatory Government illegally destroyed the first draft of the transcript and did not transfer the final version to the Presidential Archives. This paper provides an archival perspective on this matter that is different from the political arguments and the Prosecutors’ charges. The Roh Moo-Hyun Government first developed a business management system, e-Jiwon, and the Presidential Archives Management System (PAMS). The Roh government also established the Office of Record Management, the Presidential Archive, and contributed to the rapid development of the records management system and an awareness of its importance. However, lack of knowledge and skill in managing the system among government officials was a problem- that led to the 2007 inter-Korean summit transcript not being transferred to the relevant office. This caused a political controversy. The author suggests that to prevent this problem from happening again the Korean Presidential Archive should claim the transcript and voice files kept by Korean Intelligence Agency during the 2007 summit. For the systematic management of the Presidential archives, efficient ways of searching them should be established and the use of the records by the public guaranteed. Most importantly, the government and civil servants need to ensure that this happens.
