The Manchu Qing was built on the active collaboration of the Han northerners, which led to the preponderance of the northerners in the high court positions during the Shunzhi reign. This northern-dominance in the court continued into the first two decades of the Kangxi reign. The Rebellion of the Three Feudatories necessitated the support of the southerners, which prompted Kangxi to appoint an increasing number of southerners to high court positions. By the Yongzheng reign, southerners came to outnumber northerners in important court positions. In a similar vein, the ratio of southerners among Hanlin probationers increased under Yongzheng while that of northerners declined. Yongzheng claimed that he selected the probationers based on their literary talents. The de-emphasis on balancing northerners and southerners during the Yongzheng reign seems to have led to the increase in the number of southern probationers and also of southern officials who reached the highest court positions. Although Qianlong allowed southerners a continued numerical dominance in the court, he simultaneously sought to check the power of southern regional group and nurtured officials from northern and peripheral provinces. The growth in the ratio of northerners occupying the ministerial positions of the Six Boards in the last two decades of the Qianlong reign is a good example. The portion of probationers from Jiangsu and Zhejiang in the Hanlin academy declined while that of those from northern and peripheral provinces multiplied.
