There was a big change of Korean people’s environmental consciousness in 2000. The president of Korea declared the withdrawal of a dam construction project in Yeoungwol at the world environment day, 5th of June 2000. It was a significant event of the new millennium. But Korean society is divided by the 4 major rivers project after 10 years from then. There was a study that revealed the existence value in the conflict of Yeongwol dam construction. Therefore, it is necessary to confirm the change of environmental consciousness from 2000 to 2010. So this paper tries to analyze the change of environmental consciousness by using the subjectivity analysis technique, Q methodology. Concretely, it uses the same statements of the survey in 2000, modifies and applies them to the 4 major rivers project case in 2010. As result, it can discover the same preservation value from two case studies. But there are some changes of environmental consciousness except for the preservation value. For example, it was the only resource value that agreed with dam construction in 2000, while it was objected by the others; preservation value, sightseeing value and latent value. But now two values, resource development value and environmental-friendly development value, agree with the 4 major rivers project, while it is also objected by the other values; preservation value, future option value and local culture value. In conclusion, it will be the key of the 4 major rivers project how people can organize these kinds of value types and extend their territories of agreement and disagreement.
