This paper explores the roles and policies of the Korea Media Rating Board (KMRB). Although the present film rating system in Korea is an ex-ante regulation, the system has been authorized by the Constitutional Court to provide information that protects children and young adults. The need for improvements to the current rating system has been emphasized for many years, yet an effective alternative to the KMRB has not been developed. By command of the government, the KMRB was established as a censorate in the 1920s. Over time, the KMRB has tried to move beyond its authoritarian roots and refashion itself as an independent rating board. Meanwhile, several businesses advised by the KMRB have come to question its policies. Since 2011, the KMRB has visited 50 elementary and middle schools annually and held a class on its film rating system that teaches students how to choose a “good” movie. In order to consider the suitability of films for various age groups, this study examines the rating systems of different countries and compares them to the one used in Korea. Also considered is the complexity of moral education (ethics) and its relation to how the KMRB’s rating instruction has affected students. The article concludes with a discussion of whether it is appropriate for the KMRB to continue in its current role and whether it should play a future role in educating students.
