The Korea Media Rating Board (KMRB) employs a full-rating system divided into five categories: “all ages,” “12 and up,” “15 and up,” “youths prohibited,” and “restricted screening.” The last category, “restricted screening,” was created in order to ensure that the Korean film industry rating system accommodates all films, thereby allowing films that are deemed to be more socially unacceptable to be categorized while retaining the freedom of expression. However, due to an absence of any theaters with the permission to screen films with restricted ratings, freedom of expression and the freedom for audiences to watch content of their choice have been marginalized. How can restricted films be viewed without theaters that are allowed to screen them? This thesis aims to examine the restricted screening rating system and propose the introduction of specialized restricted theaters with the permission to screen restricted rating films.
