The purpose of this study was to find out the operating reality and improvement plan of exclusive physical educator system in elementary school. In this study, The total of 360 subjects were questioned. They were 90 managers, 90 male homeroom teachers, 90 women homeroom teachers and 90 exclusive physical educators who work in the 90 elementary schools of Gwangju and Chonnam Province. The result of analysis is summarized as follows. 1. Exclusive physical educator answer more positive than managers, male homeroom teachers, women homeroom teachers and managers, male homeroom teachers, and women homeroom teachers answer that exclusive physical educator system was not operated sufficiently in operating extent, managers and male homeroom teachers answer avoidance of the exclusive physical educator, women homeroom teachers answer the lack of the teaching ability of the sports skill, exlusive physical educators answered the lack of the physical education facility in deficient operating reason of the exclusive physical educator system. 2. Managers, male homeroom teachers, women homeroom teachers and Exclusive physical educators all answered that necessity of the exclusive physical educator system and effect of the learning when exclusive physical educator teached children, for reason that the department of physical education need proffessional knowledge and skill. The objects of physical education will not be achieved because a homeroom teacher take charge of many subjects. It is essential that exclusive physical educator system operate in all curriculum of the physical education of the elementary school need special knowledge and sports skill 3. Managers, male homeroom teachers, and women homeroom teachers answered systemical upbringing of the exclusive physical educator, and exclusive physical educator answer physical education facility to enforce efficiency of the exclusive physical educators system. It is essential that exclusive physical educator have to be upbringed systemically or dispose after training a teacher having guide ability of the sports skill and hoping exclusive physical educator, and then train periodically the special knowledge and sports skill in current elementary school teacher to enforce efficiency of the exclusive physical educators system.
