Increases in sea surface temperatures caused by global warming have led to the occurrence of various natural disasters. Likewise, preparation for natural disasters is most essential. Precise DEMs are vital for relevant regions because natural disaster damage estimations are evaluated through accurate simulations. Unlike constructing an inland coastal zone DEM, Elevation Datum must be clarified for landward and water boundaries. The sounding data constructed by the Korea Hydrographic and Oceanographic Administration's underwater echo sounder are used as DEM data for water boundaries. Contour layers created by the National Geographic Information Institute's digital topographic maps are applied as DEM data of landward boundaries. The middle boundaries between the landward and water boundaries are enhanced with the terrestrial LiDAR. The subject area was selected for this study and heterogeneous DEM data for water, middle and landward boundaries were collected. These heterogeneous data were considered with a coordinate system and elevation standards. Furthermore, a method to consistently combine these data was presented. Providing a consistent DEM data will make it possible to create more accurate natural disaster simulations.
