In many parts of the world, people are harmed by various kinds of natural disasters. Damages caused by earthquakes in particular are especially serious in magnitude. The earthquake that hit Indonesia's Sumatra island was of a 9.0 magnitude and more than 300,000 people died. In the 2008 Sichuan earthquake in China, tens of thousands of people were killed and a lot of buildings were destroyed. Of all the earthquakes occurring in the world, 15% occurs in Japan, and looking back at the past 100 years of history of earthquakes in the Japanese archipelago, it is found that an earthquake involving casualty occurs once every one and a half years on average. Even for the Japanese who are considered accustomed to earthquakes recent series of earthquake damages have been rather upsetting, but for 1,975,3000 foreign residents in Japan (according to the statistics by the Ministry of Justice) the fear and difficulties should be much more severly felt. For instance, in the case of an emergency, there is a possibility that foreigners are not properly informed as to where and how to find a shelter. As foreign residents have different cultures and lifestyles depending on where they come from, many problems can arise in terms of communicating information in case of a disaster. When a disaster occurs, we need to share information about what to do and not to do, how and where to escape, about where is safe and where is dangerous, and about the shelter nearby. However, in the present circumstances, not enough efforts have been put in order to teach foreigners basic facts about disasters, to communicate to them properly about disaster information, to support those who have escaped to a shelter, or to give information about survivors.
