This paper presents information about the current conditions of foreign language instruction in high school. It provides data on the number of linguistics professors, other teaching staff, students, and the ratio of students to teachers. First, the Japanese I class has the highest percentage of professors at 57.32%. This figure is a 25.18% decrease compared to 2009, which had 82.50%. Second, of the total number of foreign language teachers (3,171), 58.53% of them (1,856) teach Japanese, and 33.62% of them (1,066) teach Chinese. In terms of the number of students per teaching staff, Spanish had the highest at 127, and Russian had the lowest at 43. Third, in regard to changes in the teaching staff from 2011 to 2013, the numbers of Japanese teachers has decreased; compared to 2011, there were 112 fewer teachers in 2012 and 108 fewer in 2013. The number of Chinese teachers, on the other hand, increased by 200 in 2012 and by 33 in 2013. While the number of Japanese high school teachers has rapidly decreased, the number of Chinese teachers has rapidly increased.
