Since 2006, the stipend system for local council is introduced to increase the professionalism of its members and have a purpose to promote a qualitative maturation of legislative activity. In this paper, I have analyzed how the behavior of legislators have been changed and the activation of local council have been realized by the new institution.
After the stipend system have been come into effect, a lot of highly educated professionals have engaged in local council. People who are trying to work at a job by taking the council seats have increased significantly. This meant that the expertise of local councils have become even higher.
In accordance with being improved professionalism of lawmakers, the legislative process also have undergone considerable change compared to the previous period. The policy making ability was grown significantly and the viscosity ability in the decision making process also has been achieved considerably. But rather deliberative process have shown an inactive condition. Taken overall, after the stipend system was become effective, we can conclude that the legislative activity is quite active.
