This paper treats politics among the central government in Moscow, the Soviet occupation army, and the local communist party in Sakhalin from 1945 to 1952.
The government meetings in Moscow began to discuss the repatriation of Japanese residents in Sakhalin after the Repatriation. Agreement between the Soviet Union and the GHQ was reached in December 1946. Followiing the agreement, Japanese repatriation was conducted at a very slow pace until July 1949. This was due to conflicts between the occupation army and the local communist party in Sakhalin. The former wanted instant repatriation of Japanese civilians for political security, but the latter wanted to detain the Japanese for maintaining production on the island.
After the repatriation of the Japanese, detained Koreans became the ongoing issue. Some Koreans tried to escape from Sakhalin, and some among those who did escape revealed the inhuman situation of the detained Koreans. In addition, some coal miners dispatched from Sakhalin to Kyushu, in Japan, appealed to GHQ to be able to meet their families again in Sakhalin. GHQ requested detailed information about the number of detained Koreans and the repatriation policies of the Soviet Union.
In early 1947, Golikov, the head of repatriation in the occupation army, commented regarding detained Koreans. He insisted on obligatory repatriation to North Korea. But Kriukov, the head of the local communist party in Sakhalin, insisted that the repatriation of Koreans should be put off until all the Japanese had been sent to Japan in order to maintain production facilities. In April 1950, the government in Moscow listened to the two contrary opinions about the Koreans, and reached a final conclusion. However, the Korean War began a short time later, and the issue of the repatriation of detained Koreans disappeared with no interest.
