Since 2005, Multi-functional administrative city has been developed to achieve the national balanced growth in Korea and Sejong city was established on July 1, 2012. Prime Minister’ s Office has supported the Sejong city by planning the long-term development plan of Sejong city(‘Sejong Plan’) from 2012.
Highlights of this plan is the main direction of the long-term development, the vision and objectives, initiatives and detailed strategy, planning enforcement measures, etc. The plan is presented to support the direction of the government for Sejong City, and has the role of the relevant planning guidance.
For the sustainable development of Sejong city, it is necessary to mad a mature and successful completion of the city as planned. To this end, the plan was to set up a vision of urban development, “Sejong City: multi-functional administrative city to grow creatively” and the seven strategies- (1)urban growth engine, (2)science business park linkage, (3)administrative efficiency, (4)harmonized development of rural area, (5)winwin grwoth between Sejong and surrounding cities, (6)regional administrative system, (7)intergovernmental support and collaboration- were proposed.
Among the key strategies, the urban growth engine is more important than anything else. In order to increase the investment competitiveness, control tower must be established for investment cooperation and support. Sejong marketing strategy has to make effective investment incentives such as cheap land, good infrastructure, and tax relief, etc. And job-creating companies and financial investors were attracted to Sejong city by participating the new type of real estate development model such as land and job package approach.
To create an attractive urban environment is a very important strategy at this time to satisfy the citizens, tourist, publica nd private companies in Sejong city. And, it is very important to raise the Sejong brand value for attracting the core facilities such as private companies, commercial shop, universities, hospital, and etc.
Urban development goals should be pursued in conjunction with the urban development phase.
(1) 1st urban settlement phase(2011-2015): attraction of urban core facilities and setting of regional urban development system
(2) 2nd urban growth phase(2016-2020): specialized and harmonized industrial development of surrounding rural area
(3) 3rd urban mature phase(2021-2030): win-win development between Sejong city and surrounding cities Intergovernmental collaboration and governance between citizens, businesses, and professionals are necessary to make Sejong City the representative city of the Korea in the near future.
