To establish effective policies for the employment of people with disabilities requires national studies that can grasp the changing conditions of the disability labor market. The present study is the only national biannual survey on the employment conditions of people with disabilities in the business sector. It aims to provide data that represent the demand side of the disability labor market.
This study consists of two parts: a basic survey on those enterprises hiring more than one regular worker and an in-depth survey on those enterprises hiring more than five regular workers. The basic survey was conducted using computer-assisted telephone interviews (CATI: Computer Assisted Telephone Interviewing) between May and August 2014. The in-depth survey was conducted using computer-assisted personal interviews (CAPI: Computer-Assisted Personal Interviewing) between June and August 2014.
The basic survey aims to obtain the numbers of enterprises and disabled workers employed by them by enterprise size, industry, enterprise type, and region. The in-depth survey aims to analyze various employment-related factors which include the current conditions of workers, recruitment and employment, personnel management, recruitment planning, working environment, education and training, employer satisfaction, employers’ awareness of disability laws and institutions and employers’ disability employment experiences.
The numbers of sample enterprises for the basic and in-depth surveys are 30,333 and 6,392, respectively. For the purpose of comparison, 6,392 participants in the in-depth survey are divided into 5,074 enterprises hiring workers with disabilities and 1,318 enterprises not hiring them.
According to the basic survey, as of 31 December 2013, 62,662 out of the total of 1,383,467 enterprises employ at least one regular worker with disabilities, representing 4.5% of the total. And the number of regular workers with disabilities is 172,470, accounting for 1.42% of the total of 12,149,124 employees.
The results of the in-depth survey are presented in two parts. The first part presents an analysis of the employment conditions of workers with disabilities by frequency and cross-tabular analyses of interview responses. The second part presents an analysis of enterprises with mandatory employment obligation (hiring more than 50 full-time workers) by main employment-related factors.
On the basis of these analyses, this study gives a general picture of the current employment conditions of workers with disabilities in the business sector and identifies important factors that should be considered in designing and implementing advanced policies for disability employment.
