In 2015, 70th anniversary of division and of independence, the desire to reunify is getting more and more heated in South Korea. However, to make the year the first year of reunification, it is necessary not merely to expect that God would take any action for it but to search the meaning of 70th anniversary and put it into practice.
The lesson which can be applied to our reunification in the event of Jews’ return from 70-year of Babylonian exile is ‘Unification is crystallized by international dynamics.’ Israeli’s history was always decided by international dynamics between two civilized nations. The perish and captivity of northern kingdom, Iarael by the Assyrian and the destruction and exile of southern kingdom, Judah by the Babylonian were result from international dynamics of the near eastern countries in those days.
Likewise, German unification which gives a lot of implications to Korea reunification was achieved by international dynamics at that time. It was done in the huge wave of Eastern Europe’s collapse caused by ‘New detente’ which had been initiated by Gorbachev. It was possible only after the permission of the four victorious countries. When the Berlin Wall collapsed, West Germany made a quick move. By emphasizing that German unification is integration of EC and NATO, West Germany persuaded France and England which opposed to it and finally acquired their support. To get backing of Soviet Union most opposed to it, West Germany offered a diplomatic effort and a benefit in return. This is why German unification is the result of West German’s diplomatic victory.
In this respect, Korea reunification will be obtained when the atmosphere of ‘New new detente’ is created, easing tension and making peace between continental power and marine power surrounding the Korean peninsula. The present situation of the Korean peninsula is that the two powers are keenly confronting and restraining each other due to China’s leap. For the reunification Korean government has to make its strategic efforts to make ‘New new detente’ in the meeting of six countries and can consult the German case that solved its unification problem, focusing on 2+4 meeting. Four proposals can be offered for the strategic efforts.
First, it is necessary to step toward the reunification without being frustrated at the difficulties occurring in the course of unification. Second, it is mandatory to understand not the past-oriented history but the future-oriented history. Third, recognizing that USA and China have the key of reunification, Korean government should develop aggressive and reconcilable diplomatic policies. Fourth, Korean government must make a turning point by replacing six-country meeting with ‘2+4 meeting’ through a leading role for the reunification.
