The purpose of this paper is twofold; first, to critically review the spelling-based English stress rules by Dickerson and Hahn (1999) from the traditional generative point of view and second, to see how useful they are in teaching English in Korea. In this paper, I start with reviewing four basic spelling-based English stress rules and see how they can be interpreted in the framework of generative phonology. It turns out that spelling-based stress rules share many important properties of English stress with pronunciation-based generative stress rules. The second part analyzes the 3,000 basic English words suggested by the Ministry of Education on the basis of spelling-based rules to check their usefulness if their stress location can be predicted by the rules of Dickerson and Hahn. The result shows that about 1,808 (60%) of the words are polysyllabic and out of all the polysyllabic words, the stress of 431 (23.8%) words can be predicted by the rules, showing the usefulness of the rules.
