The Ministry of Environment in Korea created a Resource Recycling Complex (RRC) to connect all the existing recycling and waste companies together, thereby facilitating an overall management of resource recycling process and establishing a foundation for the recycling industry. However, the project is not progressing as expected due to problems such as unforeseen complaints from local residents and other procedural problems. Therefore, the goal of this study was to outline policy directions to expand the RRC. Toward that end, a review of previous studies, legal systems, similar case studies involving RRCs already in operation, and surveys and interviews of recycling companies were performed. Based on the results of the study, the following expansion measures are proposed.
First, it is necessary to ensure expertise at the local government level. Second, it is necessary to establish a strategy so that the concerns of local residents can be responded to appropriately. Third, it is necessary to improve the current legal system as it pertains to the recycling industry. Fourth, governmental support is needed.
In the future, studies will be needed on the selection and guarantee of primary locations for detailed local resource recycling as well as the establishment of the basic units for environmental processing facilities that specialize in resource recycling.
