The goal of this study is not only to identify the problems which the local newspapers are facing but also to find the alternatives for a way of the development of local presses with local community. To achieve the goals, the study developed the following three research questions: first, to identify the problems the local presses are facing in terms of local identification and histoty of local presses in Incheon; second, to analyze the usage of Incheon presses by local residents; finally, to develop a "civic journalism model" as an alternative for the development of local presses in Incheon. The results indicates that three problems exist in Incheon presses at large. First, in historical perspective, the long-term oppressive policy of the central government on local presses has been playing a role in limiting the deveolpement of local presses. Second, in a structural perspective, two factors, including a geographical one which Incheon is located near by Seoul and a injured local identification, affected negatively the independence of local presses in Incheon. Finally, the negative perception and evaluation by the citizen of Incheon to local presses have influenced on subscription rates. As a results, the study proposed a "civic journalism model" as a realistic alternative to overcome the crisis of Incheon presses.
