This study aims to review the development of the national curriculum of English, particularly in terms of the size of its basic vocabulary list, and to suggest that efforts be made to decrease the learners’ psychological load of gaining the increased number of basic vocabulary. The vocabulary list has been expanded. At present, the total number of words is 2315. A number of researches, however, suggest that the list should still be expanded to around 3,000 so that the learners could achieve the expected level of English ability set up by the national curriculum. At the same time, it has been pointed out by many researchers that such expansion of the list may result in students’ excessive psychological load, which is one of the reasons why the present list still falls far short of the expected number of 3,000. Considering that expanding the list is on the right track, the present study thus discusses what efforts there could be to relieve the learners of too large a psychological load. Such efforts include repeated use of relatively low frequency words in national textbooks, reinforcement of students’ motivation to learn, application of various vocabulary-learning strategies with attention paid to the learners’ needs and level of vocabulary, use of short stories for elementary school courses that contain a large number of basic vocabulary, and increasing of the number of words for 3-6 graders
